For example, suppose replenishment occurs at 30 minutes every hour (that is, 12:30, 13:30, 14:30 ...).
If you finish collecting the tiles that appeared at 12:30 for about 1.5 hours and the tiles disappear at 14:10, a tile equivalent to this tile will be placed somewhere else in this country at 14:30.
So (which isn't really possible) if you keep chasing this tile, you'll get resources from the tile 12 times a day.
However, if left unattended or left uncollected, new tiles will not be replenished because the tiles still exist at the time they were replenished if they were properly collected. Not many people like leftovers, so it's possible that they'll be left unattended for longer and the tiles will only be harvested twice a day.

Look at the tiles as a nation

It may be a small thing when viewed individually. But remember that "the total number of tiles in a country is fixed". If many people continue to leave tiles unattended, the amount of resources that the country as a whole can collect will drastically decrease.

In this world, resources are directly linked to force, so lazy tile handling can slow down the growth of the country as a whole.
